Heat Pump Program
Idaho Falls Power offers a zero-interest loan or a rebate to qualifying customers who install energy efficient HVAC equipment in their home. We offer programs to assist our customer with the installation and purchase of an air source heat pump, ground source heat pump, or ductless heat pump.
Idaho Falls Power provides rebates and zero-interest loans to residential customers who convert their existing electric forced air furnace to an air-source heat pump.

Loan Qualifications
Loans are available to customers who have solid credit history with City Utilities (i.e. no outstanding current balance, no disconnects for nonpayment, no delinquencies).
Loans can only be issued to customers with a minimum of one year payment history with City Utilities.
Renters and property management firms must have building owner's signed permission to participate in our loan offerings.
Loan Terms
- Zero interest
- Up to 60 months financing available
- $25 administration charge
If applicant moves, home ownership changes, or nonpayment occurs for three months then any remaining balance will be immediately due and payable with interest to accrue on such defaulted unpaid principal balance at the rate of 12% per annum. Should the account become delinquent, the account will be subject to disconnection of electric service.
Procedures
In order to qualify for a loan, the customer must:
- Submit a bid for equipment and installation to the Energy Services Department at Idaho Falls Power before installation of any equipment in your home
- Come into Idaho Falls Power and sign necessary forms
A Notice to Proceed will then be issued by Energy Services Department to your contractor.
The contractor shall notify the Energy Services Department when work is completed and submit an invoice to Idaho Falls Power
A post-installation verification inspection will be conducted by a IFP inspector.
Idaho Falls Power will make a payment to the contractor for the allowable amount. It is the customer's responsibility to pay contractor costs in excess of the program loan amount.
The loan amount will be added to the customer's utility bill and will be payable in equal monthly installments in addition to regular utility charges.
